Virginia corrections officer faces first-degree murder charges

Charlene Jessee watches on as the entire Coeburn Police Department investigates a murder across the street. Chief Willie Stout says inside the Front Street home, Virginia State Corrections Officer Alice Foster shot and killed a former inmate.
Officers responded to her house on around two Friday afternoon. When they arrived they found Roy Lee Garey dead, a former Red Onion State Prison inmate who was just released a year ago.
"I've lived here 22 years and never ever seen anything like this," Jessee said. "It's a quiet neighborhood. You never hear anything out of any of the neighbors. It's just totally quiet."
That is also how Jessee describes the accused shooter, her neighbor, a quiet woman who kept to herself. Although rare in most small towns, deadly shootings are especially uncommon in Coeburn. The last happened almost seven years ago in October 2000.
"I just really feel sorry for everybody involved, because she, she was a nice lady," Jessee said. "I don't know what happened and for it to come to this, it had to be something kind of drastic."
Commonwealth Attorney Ron Elkins says the shooter was a friend of the victim. Police say Foster worked as a prison guard at Red Onion State Prison, a super-maximum facility designed to house the state's most dangerous criminals. The victim was a former inmate at that same prison. Police say Foster may have killed Garey yesterday, shooting him at least once in the chest.
Chief Stout says Friday's call originally went out as a breaking and entering call. He tells us Foster claimed Garey was holding her hostage inside her own home, but by charging her with first-degree murder, police don't believe that to be true. Still, there are questions that remain, like why Foster would have killed the man.
"Right now, we're still investigating the circumstances as to why and how all that happened," Stout said.
Along with the murder charge, Foster is also charged with the use of a firearm in the commission of a felony.
